Judge's dissertation passes milestone
County Judge Bob Hebert has recently been advised that
his doctoral dissertation entitled A Comparison of
Values Applied to Goal Setting Within the Public and
Private Sector Water Service Industries, has passed
a milestone by being downloaded in its entirety over
14,000 times since being placed in the on-line resource
section of the National Council for Public-Private
Partnerships (www.ncppp.org)
in June, 2003.
Judge Hebert states “I was honored that the Council felt
my work worthy of publication on their site, and then I
was amazed when the 108 page document remained
consistently in the Top 20 downloads as each month went
by. At first I thought professors might be using it as
an example of how not to write a dissertation, but those
worries have been assuaged over time by the positive
feedback I’ve received that indicates my research is
well-received and being used by serious students and
other researchers. Knowing that I’ve made a small, but
significant contribution to over 14,000 individuals in a
matter of mutual interest is a real return on the years
I invested in pursuit of the degree.”
A seven year effort was culminated when Judge Hebert
received his PhD. in Management from California Coast
University (www.calcoast.edu)
in 2003. California Coast is a distance-learning
university offering undergraduate and graduate degrees
accredited by the Distance Education Training Council (DETC)
a charter member of the Council for Higher Education (CHEA).
